The Prime Minister must contact the Speaker and provide the definition in advance of the debate for approval (the earlier the better).

The Prime Minister will then provide the approved definition to the Leader of the Opposition at least ten minutes before the debate begins.

The PM is not required to contact the LO before the debate, but it is permissible.
Please note participants are not necessarily debating their own views or opinions.
